This information concerns NHS England but I am astonished at what I am reading in this article.
I hope that NHS Scotland aren't thinking of adopting a similar 'strategy'.

I’m really shocked at some of the things on this list. What about the families who cannot afford to treat minor burns ? This could get very messy especially if they roll it out here !
